The purpose of the study was to examine determinants of utilization in health and welfare services among the elderly who were recognized non-grade for long-term care insurance. The respondents were 411 elderly who were 65 years and older. The data were analyzed by statistical methods as frequency, chi-square test, and logistic regression analysis. The results of this study were as follows. First. 66.2% of the elderly used home care service, 52.6% used home-visiting health service, 29.7% used various welfare services. Second, presence of caregiver, subjective economic level, beneficiary of public assistance, numbers of diseases were significant predictors of total home care services for the elderly. Third, subjective economic level and instrumental daily living ability were significant predictors of home visiting health services. Fourth, subjective economic level, instrumental daily living ability, and regular meals were significant predictors of various welfare services among the elderly. Implications of the findings were discussed and the recommendations for the policy for the elderly were presented.
